The Sentinels

Most of the wordl's super teams have working relationships.  Almost all have united with others at one point or another to stop a major threat.  That being said, there is still a lot of rugged individualism among the teams.  Each with slightly different agendas.  The Sentinels were founded by Patriot to be a force for good to work just outside the reach of SHIELD, the UN and the United States government.  Highly funded by Dean Roger's and Brian Stark's great inheritances and family holdings, the Sentinels (like many teams) are allowed to operate with great freedom as long as they comply with the Registration Act and the Charter on Meta-Human Activities.
